In the summer of 1939 on the initiative of the Soviet side, talks of the USSR – England – France to conclude a pact of mutual assistance and the establishment antigermanskoy coalition. In these negotiations, the Soviet Union made a radical proposal to address the issue of collective security, but for the Western states, continuing the policy worked out at the Munich meeting, these proposals were unacceptable.
